Compares chlorine, chlorine dioxide "ECF," Totally Chlorine Free (TCF) and Process Chlorine Free (PCF) bleaching of virgin and recycled pulp. Finds TCF and PCF to be economically feasible and enviromentally preferable. Recommends the development of local TCF and PCF markets.
